Position Statements
A Commissioning Model for Probation
Summary
Crime has many inter-related causes, which is why holistic,
local solutions work best. With this paper we demonstrate that the
best model for delivering probation services is one in which the
Secretary of State has a single contract with each probation trust
for the provision of all services. This will enable one body, the
trust, to co-ordinate all offender services with a singular focus
on what will work best to reduce reoffending and protect the
public.

Summary
In this paper we set out what was necessary during 2009-10 in
order to achieve the Government's goal to transform all probation
boards into public sector trusts.

Titan Prisons
Summary
The Probation Association was represented at a round table
discussion of the issues, and submitted a written response to the
Ministry of Justice. This document draws on that response, and
places it within the context of the PA's determination to achieve a
reduction in offending and reoffending through the efforts of the
42 probation boards and trusts. This document was reviewed in
January 2009 and no further action taken due to a change in
Government policy.

Probation Qualifying Framework
Summary
As the local employers of probation practitioners, probation
boards and trusts clearly have a fundamental interest in the
development of any new qualifying arrangements for those
practitioners. This paper was produced to enable the interests of
boards and trusts to be represented by the Association in the NOMS
Probation Qualifying Framework project. Our position on the
framework was reviewed in consultation with our members in January
2009 and informed our response to the final NOMS consultation. The
final PQF
Managerial Guidelines were published on our site in 2010.
